Job title: Shared Care Substance Misuse Manager for Tower Hamlets PCT
Reporting to: Tower Hamlets Drug & Alcohol Action Team (DAAT) Joint Commissioning Manager
Accountable to: Director of Strategic Commissioning, Tower Hamlets DAAT co-ordinator
Hours: 37.5 per week over Monday to Friday
Location of work: Office based at Mile End Hospital

Tower Hamlets Primary Care Trust is forward thinking and supportive of service developments to address health inequalities across its diverse population. Substance misuse and alcohol have been identified as strategic priorities for 2009-14 and a commitment made to future investment.
The Substance Misuse Shared Care scheme is already well developed with a large proportion of GP practices and pharmacies across the borough participating. The bulk of substitute prescribing is carried out in general practice supported by the Community Drugs Teams and a team of enthusiastic GPSIs.
Many new developments are on the horizon, including an exciting new LES recently developed for alcohol which will surpass the requirements of the new DES. The post holder will be responsible for implementation of this new development including the design and implementation of a comprehensive training programme for a wide range of service providers. The Shared Care Team works well with the local alcohol treatment service provider and will be involved in the development of the new service specification for this service.
The Shared Care manager is well integrated with Tower Hamlets Drug and Alcohol Action Team (DAAT) and represents shared care partners at the Joint Commissioning Group (JCG) and Drug and Alcohol Network (DAN). The Shared Care Monitoring Group is well established and is well attended by local stakeholders.
Working with members of the PCT, DAAT and local service providers in Tower Hamlets you will provide professional advice on substance misuse and alcohol issues and develop, implement and manage (including financial management) enhanced services for community pharmacy and general practice in line with the UK guidelines on Clinical Management for Drug Misuse and Dependence. Allocated budgets are significant and therefore budgetary management experience is essential.
This is an exciting time when provision of services in CDT and DIP is undergoing a great deal of change and the post offers a fantastic opportunity to help shape these services in the future. You will have key responsibilities in developing guidance and protocols and liaising with the Community Drugs Teams, GPSIs, GPs, pharmacists and other local stakeholders to provide a safe, seamless and effective shared care scheme. You will need an understanding of primary care and the Drug Interventions Programme and will be involved in the training, development and support of local clinicians and other staff.
Working within the Strategic Commissioning Directorate, this post provides ample opportunity for personal training and development and is ideal for a dynamic, enthusiastic, self-motivated individual who enjoys working as part of a wide team.
A background in substance misuse is essential and the post holder will require skills as specified in the person specification.
